Inter-regional cooperation
The meaning and significance of borders, as
well as their number, has changed drastically in the Nineties because of the
end of the Cold War and the increased flows of capitals, commodities and people
linked to the globalization. The shifting from borders as “barrier” to borders
as “zone of contact” has opened new challenges and opportunities for frontier
regions which begun to act in the international arena. From the Nineties there has
been a boom of the cross-border cooperation at a global level, and in particular
in Europe: the European Union launched a
specific community initiative, INTERREG, within the frames of the cohesion
policy.
